The New York City Department of Housing Preservation and Development (HPD) creates affordable housing opportunities for many household incomes levels and sizes. The buildings are privately owned. HPD and HDC have a monitoring and oversight role.

All Affordable Rentals are regulated so the rent can’t go up too much over time.
How to apply
You will apply to the Astor Lottery using the Housing Connect public portal.
This portal allows you to access affordable housing opportunities in New York City across all five boroughs.
To begin registration, you will create a username and password. This will establish your basic profile and will enable you to apply to the Astor and follow-up on your application.
Qualification as a Household:
"Household" at admission shall mean (i) a single person, or (ii) two or more persons who: a. are Immediate Family Members; b. are Extended Family Members who need to live together in order to support one another with respect to finances, child care, eldercare, medical care, or other extenuating family circumstance, as indicated by self-certifications explaining the family circumstances and needs; or c. are financially interdependent, as indicated by (i) current leases or utility records demonstrating a shared address, or (ii) documentation, such as bank accounts, demonstrating shared assets.
"Immediate Family Member" shall mean, with respect to any person, (i) his or her grandparent, parent or Guardian, child or Dependent, grandchild, sibling, spouse, or domestic partner, and (ii) any of their respective grandparents, parents or Guardians, children or Dependents, grandchildren, siblings, spouses, or domestic partners.
Extended Family Member- "Extended Family Member" shall mean, with respect to any person, (i) his or her Immediate Family Member, and (ii) his or her aunt, uncle, or first cousin, or any of their respective Immediate Family Members.
After you complete your personal details, you will be asked for income details. You can record multiple income sources for each member, Select the source that matches your income type and begin the questionnaire to respond one question at a time.
The highest income reflected on the most recent pay stubs, W-2 or tax return will be “the tax return income.” And will be calculated as your income level.
